Anderson, a 23-year veteran, rejoins the Titans after the start of the season for the second consecutive year. Tennessee's regular kicker, Joe Nedney, was placed on injured reserve after the first game last year with a knee injury and before last weekend's win against Miami with a torn hamstring.
Anderson had 123 points in 2003 for the Titans, and made 27 of 31 field goals.
He holds league records with 2,346 career points, 521 career field goals and 650 field-goal attempts.
Elling was signed by the Titans last week after he was cut during the preseason by Minnesota.
Tackle Isaac Herring was cut from the practice squad Tuesday, and replaced with guard Marico Portis.
