No. 23 Anaheim Angels

Mo Vaugn Mo Vaughn hit 33 home runs and drove in 108 runs despite missing 23 games in 1999. Tom Hauck/Allsport

1999 Record: 70-92 (4th in AL West)

The 1999 season was a nightmare for the Anaheim Angels. Things went downhill quickly as manager Terry Collins resigned and the team fell to a last place finish. The Angels desperately need a fresh start for 2000.

The changes start at the top with new Manager Mike Scioscia. Collins ran into trouble with his players by being a strict disciplinarian, and Scioscia needs to be more of a players' manager. He can succeed by giving his players the freedom to play without worrying about being disciplined or criticized for mistakes.

Scioscia's job will be easier if his veteran leaders can stay healthy. Last year's projected lineup missed a total of 554 possible starts. If Mo Vaugn and company can play a full season, the team should easily improve on last year's dismal finish. For now, though, I rank Anaheim as the 23rd best team in baseball.
