On Feb. 20, Baltimore won the tiebreaking coin flip with Seattle. The Ravens will have the 10th pick of Round 1; the Seahawks will pick 11th.
Houston's compensatory picks were granted by the NFL as part of the player access plan previously approved by the league. The Texans will receive one extra pick in Rounds 3-5 and two extra picks in Rounds 6-7.
Houston's first extra pick in each round will be 16 slots below the Texans' original choice in that round. The second extra picks will be at the end of Rounds 6 and 7 (after any other compensatory picks granted by the NFL to other teams.
Other teams' Compensatory picks were announced by the league March 24. |

| Transactions that should not impact the 2003 draft |
Miami will not receive a seventh-round pick from San Francisco from the 2002 trade of QB Cade McNown because he did not meet the set condition (on the active 49ers regular season roster for a minimum of five games).
St. Louis will not receive a seventh round pick from Houston from the March 2002 trade of CB Jacoby Shepherd because he did not meet the set condition (on the active Texans regular season roster for a minimum of three games). |
| |
| Transaction that may impact the 2003 draft |
| New England may receive a choice from St. Louis for the 2002 trade for LB Kole Ayi. The Patriots reportedly will receive a seventh-round pick in 2004. |
