He has a lot of skills, but he has been slowed down by nagging injuries through most of his career including the 1998 season. He is a little bit of a "teaser" because of his outstanding measurables and world class speed, but at this stage of his career, he may be a better athlete than a football player. He does have some toughness and at times, flashes good overall run skills and can certainly make the big play if he gets in to the open field, however he is not an overly instinctive player and his production does not match his athletic ability. At this stage, he is not a real natural player because of lack of experience and injuries, but he has a huge upside and as we all know, you can't coach speed. He will tease a lot of NFL teams on draft day and may be selected higher than he should based on his measurables.
