BALTIMORE (Ticker) -- Offense was a problem for both teams, but the Buffalo Bills received another magical effort from Doug Flutie and defeated the Baltimore Ravens, 13-10.

Flutie keyed a decisive drive with a 17-yard scramble on 4th-and-15, and found running back Jonathan Linton with a five-yard touchdown flip with 95 seconds to play to lift the Bills.

"I thought we played well enough to win, and not just escaping with a win," Bills coach Wade Phillips said. "We did what it took. It didn't start out the way we wanted, but it ended the way we wanted. The heart of this team showed today."

The game had featured three interceptions by Flutie and an inauspicious first start by Ravens quarterback Tony Banks, who set up the decisive score with a fumble.

Flutie completed only 18-of-40 passes for 155 yards, but Banks, Baltimore's third starter this year, also struggled, going 13-for-34 for 129 yards with a TD and interception.

Steve Christie kicked a pair of field goals for the Bills (5-3), who managed only 249 total yards but held Baltimore to 200 and snapped a two-game losing streak.

"We made a lot of mistakes," Flutie said. "It was an ugly one for us. It's hard to be real happy when it looks that ugly."

The Ravens (2-5) scored 10 points in the first quarter, three fewer than their first-quarter total through six games, but lost their third in a row and dropped to 1-3 at home.

"This was a tough emotional loss," Ravens coach Brian Billick said. "I really don't know what to say to them after a loss like this. This is where my inexperience comes as a head coach."

Defensive backs Rod Woodson, Duane Starks and rookie Chris McAlister each picked off Flutie, who rebounded when it counted the most and added another magical moment to his resume.

Flutie established himself in the NFL last season with plays similar to his 17-yard scramble, which followed three straight incompletions and gave the Bills a first down at Baltimore's 22-yard line just before the two-minute warning.

"That was a tremendous play. It was a miracle play," Phillips said.

After consecutive connections with Andre Reed, Flutie found Linton all alone in the end zone before improving to 7-0 against AFC Central opponents.

"It was kind of a busted play and Doug made the most of it," said Linton, who rushed 14 times for 56 yards. "I was supposed to block. I found an open slot and when he scrambled, he hit me low."

A CFL star from 1990-97, Flutie became the fourth player in history to reach 50,000 combined passing yards in the NFL and Canada with a second-quarter completion.

"It's something that means a lot to me," said Flutie, who joined NFL stars Dan Marino and John Elway, fellow multi-league star Warren Moon and CFL standout Ron Lancaster in the elite group.

"I've been doing this a long time. I'm proud of it."

Banks looked good in the first quarter, guiding the Ravens to a TD and field goal on the first four drives, but his last nine possessions resulted in five punts, an interception, fumble, turnover on downs and blocked field goal.

A starter with St. Louis the previous three seasons, Banks finally got his chance to start this week over Stoney Case and veteran Scott Mitchell. But his chance for a win was doomed when he was stripped by Gabe Northern with 3:25 left.

"He has to take care of the ball more," Billick said of Banks, who has 43 interceptions and 47 fumbles in three-plus seasons.

"He's still the starter but we will evaluate him throughout the week."

Banks completed 5-of-8 passes through two drives, but was only 8-of-26 the rest of the way. He finished the game with four straight incompletions from Baltimore's 28 as he tried to get the team into field goal range.

"It seems like we are all taking turns making mistakes," Banks said of Baltimore's quarterbacks. "It's the same old story. We couldn't make enough pass plays to win.

"I knew 10 points wasn't going to win against Buffalo. I could have played a lot better. This was not what I went to bed dreaming about last night."

The Ravens opened the scoring with a seven-yard connection between Banks and Justin Armour and a 37-yard field goal by Matt Stover for a 10-0 lead.

Christie answered with field goals of 25 and 40 yards, the second of which capped an ugly 12-play, 13-yard drive in the fourth quarter.

Errict Rhett had 73 yards on 24 carries for Baltimore and has 541 yards this season.
