A GOOD SPORTS COMMUNITY OF THE YEAR

Even in a land of plenty, the affluent Maryland suburbs between Baltimore and Washington, officials in the Howard County Recreation and Parks Department understand resources aren't infinite. Begin with space. Howard County's booming population—270,000 people call it home—has sent property prices soaring, so HCRP complements funds given by Maryland's Program Open Space by working to add one multipurpose artificial playing surface per year. Space is all the more precious because in addition to running its own programs—almost 23,000 kids participate each year—HCRP acts as an umbrella organization for dozens of other sports groups throughout the county, helping with training, field access and networking. "We emphasize to everyone how important it is both to educate coaches who are volunteers in these organizations and relate our philosophies to the parents," says Gary Arthur, HCRP's director. Arthur also believes in equal access. He created a scholarship program so the county wouldn't turn away any child who wanted to play. HCRP will fund up to 100% of a sport's cost. And once kids are on the field, their happiness and growth is always the priority. This year, the department's Hall of Fame welcomed its first inductees. Robust attendance at the event shows why Howard County is included here. "It verifies what we've been trying to preach for the last 20 years," Arthur says of SI Good Sports recognition, "in terms of our philosophy of considering the athletes first, and that winning is second." |
