Posted: Wednesday September 22, 1999 11:24 AM

After emerging from his den, where he watches eight games a week, Sports Illustrated's Paul Zimmerman ranks all 31 NFL teams exclusively for CNNSI.com.

Here's this week's ranking, along with Dr. Z's comment on each team. Last week's ranking indicates the Doc's preseason appraisal of each team, which was completed in mid-August.

HIGH FLYERS: Colts (up 12 spots)
IN FREEFALL: Jets (down 18 spots)

CNN/SI Power Rankings
RankLWTeam
11 Jacksonville Jaguars 1-0
Capers' defense now looks Super.
24 Minnesota Vikings 1-0
Beating Atlanta could have playoff implications down the road.
39 Miami Dolphins 1-0
A bit of advice for Jimmy Johnson's defense: Try blitzing Zach Thomas up the middle.
410 Green Bay Packers 1-0
Sore hand, winning drive ... the Brett Favre legend grows.
55 Atlanta Falcons 0-1
I'm assuming Chris Chandler is functional. If not? How's 11th or 12th sound?
63 Denver Broncos 0-1
Let's not make too much of the one-game funk, but honestly, where was the passion?
717 New England Patriots 1-0
It's been so long since I saw a healthy Willie McGinest that I'd forgotten how good he can be.
815 Pittsburgh Steelers 1-0
Jerome Bettis was begging to go back in against the Brownies. Nothing like padding those stats.
918 Oakland Raiders 0-1
They might be better than this. Gutty performance in Lambeau last weekend.
108 San Francisco 49ers 0-1
If they were serious against the Jags, this could be THE nosedive team of '99.
1112 Dallas Cowboys 1-0
They'll hang in till Leon and Deion return, then they'll make their playoff run.
1214 Tennessee Titans 1-0
A head-scratcher for sure. Good passing, bad running, bad defense, everything they shouldn't be they were.
1313 New York Giants 1-0
Defense looks like it did two years ago. Offense looks worse.
1426 Indianapolis Colts 1-0
A courtesy award because of the neat showing Sunday.
1519 Washington Redskins 0-1
Not once did the TV guys announcing the Dallas game mention the fact that the firm of Stubblefield & Wilkinson was invisible.
1611 Buffalo Bills 0-1
They'll be better. They couldn't be worse.
1724 Detroit Lions 1-0
They beat Seattle, they get ranked over Seattle. Never have I been accused of being unfair -- unless you count last year.
186 Seattle Seahawks 0-1
The Hawks must have noticed that poor old Dr. Z picked them to go 12- 4. I should have mentioned that I was just kidding.
197 Tampa Bay Buccaneers 0-1
When you hold a team to 107 yards and lose, you must look deep into your soul and try to find meaning.
202 New York Jets 0-1
We'll see, won't we?
2116 Arizona Cardinals 1-0
Any other team but the Eagles would have beaten them Sunday. Make that any other team but the Eagles and Browns.
2227 Cincinnati Bengals 0-1
The defense wilted at the end, but all in all, it was a fine effort.
2329 Chicago Bears 1-0
They'll do well against Seattle this weekend as well. Something seems to get them aroused in September.
2421 St. Louis Rams 1-0
It's the old NFL formula -- you beat the Ravens, you get the bye week.
2523 New Orleans Saints 1-0
O-line isn't good enough to sustain a running attack all season, with or without Ricky Williams.
2620 Kansas City Chiefs 0-1
Maybe I'm being too hard on the Chieftains, but I just can't foresee anything good happening this year.
2722 Baltimore Ravens 0-1
We're still waiting for Brian Billick to work his faith- healing miracles on Scott Mitchell.
2825 San Diego Chargers 0-0
The bye last week didn't hurt their position one bit.
2931 Philadelphia Eagles 0-1
Sorry, but a close loss to an average team just doesn't thrill me.
3030 Carolina Panthers 0-1
Never saw the Panthers' offensive line look so bad.
3128 Cleveland Browns 0-1
Maybe they can put Drew Carey in a suitcase and carry him around from game to game -- for inspirational assistance.
