CANBERRA, Australia (AP) -- Matthew Cooper kicked two late penalty goals to conclude a second-half comeback by the Waikato Chiefs as the New Zealand side beat the ACT Brumbies 16-13 in a Super 12 rugby union match Saturday. The Brumbies led 13-3 at halftime at Bruce Stadium but Waikato broke through n the second half to record its first win in six matches. The Brumbies lost for the fourth time in seven outings. Australian test player Joe Roff scored all of the Brumbies points -- a try, two penalty goals and a conversion. The Brumbies had the better of the opening half despite the Chiefs' territorial advantage. Roff scored in the 26th minute, finishing off a 60-meter movement involving seven other ACT players. The Chiefs only first-half points came from Glen Jackson's penalty goal. South African referee Johan Meuwesen favored the Brumbies in the first-half penalties with the visitors repeatedly penalized for scrum and ruck infringements. ACT players were unhappy in a frantic final play of the game when a stray Chiefs hand disrupted the ball at a ruck whn the Brumbies were camped on the tryline. The final whistle blew and several Brumbies players questioned the call by Meuwesen. Scorers: Waikato 16 (Scott McLeod try, Matthew Cooper 2, Glen Jackson penalty goals, Jackson conversion) def. ACT 13 (Joe Roff try, 2 penalty goals, conversion).
