UEFA gives PSG 3-0 win

NYON, Switzerland (AP) -- European soccer's governing body on Thursday awarded a 3-0 victory to Paris Saint-Germain after a match against Rapid Bucharest that was abandoned in extra time because of a power outage.

UEFA's Control and Disciplinary Body also fined PSG 15,000 Swiss francs (US$9,392) for leaving Bucharest, where the match took place, before a decision was made about whether it would be replayed the following day.

The decision meant PSG advanced to the second round of the UEFA Cup.

PSG led 1-0 in the 115th minute of their UEFA Cup second-leg game Tuesday evening when the stadium and parts of the Romanian capital were thrown into darkness. The clubs had tied 0-0 during the first leg in Paris and if the score had remained unchanged until the end of extra time, PSG would have advanced to the second round. In a statement, UEFA said that Rapid Bucharest forfeited the match because "the home club was to be considered responsible for the interruption of the match, in particular because -- against UEFA's competition regulations -- no emergency power supply was available in the stadium."

PSG was fined because it left Bucharest on Tuesday evening "without UEFA's approval and before a decision was made about whether the match would have to be replayed the following day or not."

The clubs have until midnight Sunday (22:00 GMT) to appeal the ruling.

A Romanian government appointed commission which investigated the causes of the blackout concluded that it affected the entire Giulesti district and it was caused by a faulty electric underground cable.
