Players up for grabs in MLS drafts

ATLANTA (CNNSI.com) -- All former Fusion and Mutiny players will be placed into a pool for Friday's allocation and dispersal Drafts, along with all first-round picks in the 2002 SuperDraft held by Miami and Tampa Bay.

The move follows the league's decision earlier this week to fold the Fusion and the Mutiny.

All lower 2002 SuperDraft picks held by the Mutiny and Fusion (other than picks previously traded away) will be eliminated, including any picks for which they had traded.

Prior to the Dispersal Draft, teams due allocations for the 2002 season will participate in an allocation draft and may select any one player or pick on the dispersal draft list per allocation. The MLS Competition Committee has approved the allocations and selection order for those allocations as follows:

9.      San Jose Earthquakes    (Unused 2000 Allocation) 

Immediately following the allocation draft, the league will conduct the dispersal draft. The draft order is based on the natural SuperDraft order, as follows:

  • Tampa Bay Mutiny's 2002 first round pick (#1 overall)
  • Tampa Bay Mutiny's 2002 first round pick (#3 overall - via Colorado and New England)
  • Miami Fusion's 2002 first round pick (#10 overall)

    Rules and regulations

    Draft Rounds

    The allocation draft will last until all teams with Allocations have used their picks or passed, while the Dispersal Draft shall last until each team has passed or either players or picks remain in the Dispersal Draft. Once a team has passed, it may no longer participate in the Dispersal Draft (e.g. may no longer select players, use a timeout, etc.).

    Selection Clock

  • Teams are permitted five (5) minutes to make a selection in both the Allocation Draft and the First Round of the Dispersal Draft.
  • Teams are permitted three (3) minutes to make a selection for each round thereafter.

    Intermissions

  • There will be a ten (10) minute break between the Allocation Draft and Round 1 of the Dispersal Draft.
  • There will be a two (2) minute break between each round thereafter.

    Timeouts

  • Each team is permitted only one (1) timeout.
  • Timeouts are five (5) minutes in duration.
  • Selections must be made immediately following the timeout (no additional time given) unless a trade is made in which case the acquiring team gets 5 minutes.
  • More than two (2) timeouts cannot be utilized consecutively.

    Failure to Make Selection in Designated Time

  • Teams that fail to make their selection in time must wait until the next selection is made, regardless if their choice is presented prior to the next team's decision.
  • The team that was delinquent with its selection must immediately have its choice made following the selection of the team that followed. If not, the original team must again wait for the next selection to be made.

    Trades

  • Prior to being announced, trades need to be verified and approved by the Commissioner or his designee.

    Currently, Dallas owns Miami's second round 2003 SuperDraft pick, Los Angeles owns either a third round 2003 SuperDraft pick to be acquired by Tampa or Tampa's second round 2003 SuperDraft pick and Colorado owns Tampa's third round 2003 SuperDraft pick. In order that the elimination of Miami and Tampa Bay do not extend into future MLS SuperDrafts, additional picks in the 2002 SuperDraft shall be allocated as follows:

    1. In lieu of the second round 2003 SuperDraft pick acquired from Miami previously, Dallas shall receive a second round 2002 pick in Miami's "natural" position. This pick will immediately follow the 2002 second round draft pick currently held by D.C.United, which it had previously acquired from Miami.

    2. In lieu of the conditional 2003 SuperDraft pick (either second or third round) previously acquired from Tampa Bay, Los Angeles shall receive a third round 2002 pick in Tampa Bay's "natural" position. This pick will immediately follow the Mutiny's actual natural 2002 third round draft pick currently held by Chicago. This pick shall rank ahead of the third round pick acquired from Tampa Bay by Colorado (see note 3 below) because it was a conditional second round pick.

    3. In lieu of the third round 2003 SuperDraft pick previously acquired from Tampa Bay, Colorado shall receive a third round 2002 pick in Tampa Bay's "natural" position. This pick immediately follows the pick created for Los Angeles under paragraph 2 above.
