Now rarer than the whooping crane, the Everglades kite may come back—if the swamp-water level stays high and apple snails are plentiful
The question is whether it can be kept above the critical level of 14 feet. For the water level in the refuge is not controlled by one man or bureau. It is instead a matter of frequent contention among five or six different federal and state agencies. If they would all cooperate, the Everglades kite may still be saved, despite man's long neglect of the gourmet of the Glades.
