That may be beside the point very quickly. The Appellate Court begins hearing arguments on its injunction on Dec. 22. Governor Thompson has appointed a committee to study legalized gambling, including off-track betting. Watching from a distance is Frank Oliver, who started it all. He resigned from Pegasus in August, he says, "because my conscience made me. I've always thought gambling was immoral."
