Congress weakened the Endangered Species Act in September 1979 when it pushed through the construction of the Tellico Dam in Tennessee, thus providing precedent for exemptions. But at least for the moment the turtles in the Canaveral Channel will not be the victims of such an exemption, because enlightened compromise between environmentalists and other interests has worked to preserve the loggerheads.
