After being cut by the Cowboys, T.O. signed a one-year deal with Buffalo, where he'll catch passes from the youngest QB, Trent Edwards, he's ever had. There will be a lot of pressure on Edwards to get the ball to T.O.—some coming from T.O. himself—so there shouldn't be much, if any, drop-off in production. Remember, over the last three years he has more TDs (38) than any other WR.

15 Anthony GONZALEZ

[SLEEPER PICK] We see a bonanza for Gonzalez in '09. Now that Marvin Harrison has moved on, Gonzalez starts opposite Reggie Wayne. With the Colts having Wayne, Gonzalez and ace TE Dallas Clark, a defense cannot double everyone. So more often than not, Gonzalez will see man coverage. If you can get him as a WR3, great. If not, you'll be happy with him as a WR2.

16 DeSean JACKSON
EAGLES
AGE: 22
BYE WEEK: 4

[ON THE RISE] The speedy Jackson was thrust into a starting role as a rookie because of injuries to other WRs, and he proceeded to lead the team in receptions and yards, though he caught only two TDs. Jackson might not give you huge TD numbers, but in a PPR or yardage league, he's a solid mid-round choice with the potential to make a big improvement in his second season.

17 Santana MOSS
REDSKINS
AGE: 30
BYE WEEK: 8
AUCTION: $9

For years Moss has been a difficult WR to project, showing flashes of brilliance followed by periods of stagnation. Last year he had his best season since '05, surpassing 1,000 yards with six scores and three 100-yard games, but much like the rest of the Redskins' offense, he was almost nonexistent in November and December. If you're willing to deal with the inconsistency, take him as a WR2.

18 Brandon MARSHALL
BRONCOS
AGE: 25
BYE WEEK: 7
AUCTION: $9

[INJURY-PRONE] The events of the off-season don't point to another big year from Marshall. Jay Cutler was traded to Chicago; he will be replaced by the less-talented Kyle Orton. Then in March, Marshall underwent hip surgery, something that will keep him out until the beginning of training camp. And he still faces a possible suspension, stemming from an arrest in Atlanta during the off-season. Trouble.
