[ON THE DECLINE] Uh-oh, the WR who hasn't missed a game since '02 had off-season shoulder surgery and may miss training camp. That said, only five WRs have caught more passes than Mason (183) over the past two years, pretty remarkable considering Baltimore's mediocre QB play. But he lacks big-play ability and has little upside at his age, so chase other WR3s who offer more.

On talent, Edwards is one of the five best WRs in the NFL. But if he's stuck in Cleveland, '09 looks to be another nightmare season. Some of Edwards's struggles were of his own doing—he missed much of preseason last year due to injury incurred while goofing off and led the NFL in drops. But he has no reliable QB (sorry, Brady Quinn) nor anyone to keep double teams away from him.

[ON THE RISE] As long as you're willing to accept that this former Pro Bowl return man will never be a Pro Bowler at WR, then he is an intriguing prospect. Hester showed growth late last year with 20 catches in his last five games, much of which can be attributed to his removal as a kick returner. And now he has a strong-armed QB who can get him the ball deep. Expect a jump in production.
37 Donnie AVERY

With Torry Holt gone, Avery becomes the No. 1 WR in St. Louis. His game-breaking speed is a positive, and he was productive as a rookie despite spending essentially the first two games on the bench. But Marc Bulger's shaky play, the Rams' switch to a West Coast offense and the all-around lack of firepower in St. Louis make him a risky pick as a WR3.

[ON THE DECLINE] It's the biggest question in Big D: Can Williams be a No. 1 WR? There's more evidence saying no than yes. He has produced like a No. 1 only once, in '06. And after he joined the Cowboys last year, he had 19 catches in 10 games. (To be fair, QB Tony Romo was returning from an injury, and Williams was playing with a bad foot.) If you can get him as a WR4, go for it. Anything higher is a gamble.
