13 Randall COBB PACKERS TIER: 3

AGE: 23 BYE WEEK: 4 AUCTION: $13

[ON THE DECLINE] Cobb broke out last season, and with longtime Green Bay wideout Greg Jennings now in Minnesota, Cobb should see even more targets in 2013. There's reason for caution, however: It is very unlikely that Cobb can maintain his outstanding catch-per-target percentage (77% last season), meaning that even if he plays very well, he could fail to match his pre-fantasy-draft hype.

14 Marques COLSTON SAINTS TIER: 3

AGE: 30 BYE WEEK: 7 AUCTION: $12

New Orleans's pass-first offense has helped Colston be a model of consistency in recent seasons. His three-year averages of around 80 catches, 1,100 yards and just shy of double-digit touchdowns make him a surefire fantasy starter even though he's nearing the age of decline. With Sean Payton and Drew Brees reunited, Colston, his fantasy owners and the rest of the Saints' receivers will likely benefit.
